Texas’ graduated driver’s license program is designed to protect teen drivers as well as those they share the road with. Bringing teen drivers onto the road in phases has been proven to reduce teen-involved crashes by 20-40%. This is attributed to allowing them to gain experience incrementally before they are exposed to more dangerous driving environments like driving at night or with teenage passengers.
The three phases are:
Phase I: Learner License that allows driving only while supervised by a fully licensed driver.
Phase II: Provisional License allowing unsupervised driving with certain restrictions including time of day and passenger limits.
Phase III: Full License
